The Chhattisgarh model of development has once again raised the bar for other state governments. The recent monthly employment data released by the Centre for Monitoring Indian Economy (CMIE) show that Chhattisgarh has the lowest unemployment rate (0.1 per cent) in the country. The credit for this achievement should go to Chief Minister Bhupesh Baghel’s leadership and youth-friendly employment generation policies.
Identifying the drivers of success, the Chief Minister states, “In the last four years, the Chhattisgarh government has undertaken several fruitful steps for the welfare of farmers and deprived sections of the society. This includes Rajiv Gandhi Kisan Nyay Yojana, Godhan Nyay Yojana, Rajiv Gandhi Grameen Bhumiheen Krishi Mazdoor Nyay Yojana, Suraji Gaon Yojana, Narva-Garwa-Ghurwa-Bari programme, Mahatma Gandhi Rural Industrial Park, procurement of 65 types of minor forest produce on support price, hike in Tendu patta collection rate, and establishment of C-Mart. We are constantly expanding the scope of each scheme and programme to make it more effective.”
Chhattisgarh has certainly been creative about generating economic opportunities. For example, under its Godhan Nyay Yojana, fertilisers and pesticides are made from cow urine purchased from Gauthans. In fact, Chhattisgarh is the only state in the country that procures cow dung from cattle rearers. It has been doing so since the last two years.
Village-built Gauthans are being upgraded into Rural Industrial Parks that will house processing units like oil mill, pulse mill, and mini rice mill.
