Sweet broom (Cytisus racemosus) is a dainty but tough shrub that grows up to 2m tall and 40cm wide, hailing from the Canary Islands. It loves full sun and very well-draining soil on the alkaline side. Water usage once established is moderate and it tolerates cold very well, but not frost.
