A survey found 4.8 million who attempted to call their GP - or 23% were unable to make contact on the same day.
Of these, 2.2 million had to wait days to make contact while more than 1.1 million were unable to access their NHS GP in the month.
The Lib Dems analysed the Office for National Statistics' poll.
