The council bought the site in 2017 for £37 million. It ceased trading as a retail park in 2019, leading to a protracted struggle over its future.
Initial plans from the authority to use the site's car park as a pay-and-display facility were canned after a fierce backlash from residents and the campaign group 'Trees Not Cars! Since then, the 10-and-a-half acre site has been left dormant, with only geese and a DIY skatepark being regular inhabitants.
