Police Scotland said the 71-year-old was taken into custody on Tuesday and was being questioned by detectives.
The arrest came hours before new First Minister Humza Yousaf attempted to reset his crisis-hit party in his first major parliamentary speech at Holyrood.
The Scottish Government published a document setting out its plans for the next three years of Mr Yousaf's administration.
Addressing MSPs in Holyrood, Mr Yousaf said the party would focus on three distinct "missions", focusing on equality, opportunity and community.
In the speech he postponed a controversial deposit return scheme to March next year.
