This facility has been integral to India’s postal system since its inception. For nearly two centuries, the British and successive Indian governments maintained a special postal category for books and periodicals, offering rates almost a quarter of standard postal charges. Even in the days of the infamous octroi system, printed books were exempted from octroi duty as the government wanted to promote reading.
