In a speech in Viry-Châtillon, a town where a 15-year-old boy was beaten and killed this month by a group of youths, Attal said the state needed "a real surge of authority".
Attal suggested potentially treating some offenders aged under 18 as adults in the legal system. He also proposed sending disruptive children to schools far away from their neighbourhoods, and will visit a boarding school next week to promote the measure.
He said: "There are twice as many adolescents involved in assault cases, four times more in drug trafficking and seven times more in armed robberies than in the general population." He said there were also what he called increased "Islamist" influences among school-age children.
