The thinktank said the regular snapshot from the Office for National Statistics may have painted an "overly pessimistic" picture ofthe UK labour market since the pandemic.
Adam Corlett, a principal economist at the thinktank, said in the report response rates to the Labour Force Survey (LFS) had collapsed, from 39% in 2019 to just 13% last year.
There are concerns that work-ers may be less likely to respond to the survey than people who are economically inactive - potentially skewing the results.
"Official statistics ha Ve misrepresented what has happened in the UK labour market since the pandemic, and left policymakers in the dark by painting an overly pessimistic picture of our labour market," said Corlett.
"The ONS Labour Force Survey appears to have 'lost, almost a million workers over the past few years compared to better sources."
