Even as the Centre contended before the Supreme Court that consent of a state government was not needed for holding a CBI probe within the state if the criminal case involved a central government employee and violation of central law, the court observed that the agency cannot be "liberated" from the restraint imposed by the Delhi Special Police Establishment Act which regulates its functioning.
