Additional advocate general J Ramachandra Rao told a bench of Chief Justice Ujjal Bhuyan and Justice S Nanda that the format of land assignment in 1961 was in Telugu and the revenue authorities used to fill the blanks with the names of the assignees or allottees. He also reiterated the point that the state, in 1961, had not framed the policy of giving land to army jawans at that time.
