Thomas Robb, 22, from Roydon, Essex, allegedly ran away after the pile-up, along with his three passengers, in Rockland County on the northern outskirts of New York City two years ago.
He is accused of causing the collision by driving a BMW X5 in the wrong direction down a oneway street, passing at least two “No Entry” signs.
Two brothers, aged six and seven, were rushed to hospital for emergency treatment. One suffered a severe head injury.
The youngsters were in a Chevrolet Cruze driven by their mum Jacqueline Pachay, 34, which was allegedly struck by Robb’s vehicle.
