
Housing Secretary Angela Rayner wants to overhaul the planning system to build 1.5 million homes in this parliament.
Conservative Shadow Treasury Minister Richard Fuller said the goal is "a reasonable target". But he added: "If you want to achieve that, you've got to bring the people with you, and, unfortunately, Labour seem to be saying that Angela is best and local people can be ignored."
Challenges
Ms Rayner insisted on the BBC's Sunday With Laura Kuenssberg that Labour's plans would not take power from councils but they must have a local plan.
