He told cheering fans: "Joe Biden should be ashamed of himself - if he knows what he's even doing."
It came days after his appearance at an election campaign rally at Madison Square Garden in New York that sparked comparisons with a 1939 Nazi rally at the same venue.
There, comedian Tony Hinchcliffe told the crowd: "There's literally a floating island of garbage in the middle of the ocean right now. I think it's called Puerto Rico."
His so-called joke triggered a backlash from Democrat rival Kamala Harris and even some Republicans.
But in the immediate aftermath, outgoing President Biden took a call hosted by Hispanic advocacy group
Voto Latino, during which he said: "The only garbage I see floating out there is his (Trump) supporters."
