Applicants Mr and Mrs Cole had hoped to convert a 17th-century barn and cattle shed into a home and office for their son, William, in an area where average property prices are around £750,000.
Local council members in the South Hams were in favour of the project, hoping it would encourage younger generations to stay in the area. It has been 50 years since a new house was built in the area, and most old buildings have been turned into holiday dwellings.
