Rooney said the club were hopeful of completing a deal for one player who has been a long-term target. He added they are working to sign players as soon as possible in January but admitted it could sometimes take longer than would be ideal.
It promises to be a crucial winter transfer window for Argyle, who are injury-hit and at the bottom of the Championship, and Rooney said: "I think what's important is myself, the recruitment team, the coaches, knowing exactly where we are at and what we have to bring players in.
"We know exactly what we have got. I think that's what I have been really impressed with about the owner (Simon Hallett) and the board since I have been at the club, knowing exactly where we are at and what we can do.
