The Azerbaijan Airlines plane caught fire as it tried to make an emergency landing in Kazakhstan.
Authorities there said 38 of the 69 on board died.
Footage showed holes in the fuselage, leading to rumours the aircraft was downed by Moscow's military. Russian media speculated the Kremlin's air defences mistook the passenger jet for a Ukrainian drone.
