Some 40% of pensioners on incomes below £15,000 are slashing their usage, a survey for charity Independent Age found.
Yvonne Bailey, 79, lives in social housing in Oxfordshire and fears she will fall into "water poverty" if her bills rise next year.
She said: "I am already reducing how often I flush the toilet and I put the washing machine on shorter cycles.
