GOVERNMENT pen-pushers are urging town hall staff not to call rats "pests" because they're "valuable, intelligent beings".
A newsletter sent out by a vegan civil servant group defended Britain's multi-million rat population.
It said it is "degrading" to call the rodents pests and stressed they can express "a wide range of emotions including empathy".
