Pal Mob James says Tupac became "too cocky" and was consumed with wanting to follow in the footsteps of record label boss Suge Knight and his Blood gangster thugs.
He also believes the rapper and his security team became complacent, even though they knew there was a threat to their lives.
Tupac died in a drive-by shooting in Las Vegas on September 7, 1996.
Mob said: "I said all the time, we dropped the ball because Tupac shouldn't have never been in that situation. This is gang-ongang in Compton."
