Ministers are keen to push ahead with the tax to make it harder for children to get their hands on e-cigarettes.
They aim to encourage smokers to switch to vapes - while deterring nonsmokers from taking it up.
Ministers say the new tax means vaping would still be far cheaper than fags currently three times dearer.
