The IIM concerning bill makes each of the 20 Indian Institutes of Management (IIM) what is termed as an ‘Institution of National Importance.’
This means they will function in a manner similar to IIT, NITs and AIIMS. In simple language, it also means that they will be able to grant degrees to students. Before the bill, IIMs operated as separate units which were registered as per the conditionalities of the Societies Act. Due to the fact that Societies are not legally permitted to offer degrees, students of IIMs were given a postgraduate diploma in management or PGDM. Likewise, the title of ‘fellow’ was given after the completion of the research period.
The real matter is that the PG diploma and ‘fellow’ titles are given due recognition by the Association of Indian Universities and the HRD ministry as being equal o an MBA and a Ph.D degree, respectively. However, this not taken as granted on a universal level, and such is more the case in the acceptability of the fellow programme. This bill came into the picture during the term of the UPA government. Nonetheless, the IIMs were a wee bit on the guard since it could have curbed the autonomy of their functioning.
What has actually come to light is that the bill will not place any restrictions on the functioning of the IIMs but in fact give them more freedom to operate. The IIMs will be the first lot of ‘Institutions of National Importance’ in which the President will not have any immediate and active function. In the IITs and NITs, the President of India is a Visitor. Also, he places directors and chairpersons as per the advice given by the HRD ministry. IIMs, on the other hand, can as per the rulings of the bill, get their own set of directors and chairpersons.
