ALMOST three-quarters of the £1.8billion set aside to compensate postmasters has not been paid out, shameful figures show.
A report also called on the Post Office to be kicked out of the process to address the Horizon IT scandal.
Just £499m has been received by victims, meaning more than £13bn - or 72 per cent of the allocated pot is unspent.
MPs voiced outrage after it emerged the Post Office paid £136m to lawyers.
The Commons Business and Trade Committee said fines must be issued if compensation targets are not met.
Data shows 14 per cent of postmasters who applied before the original 2020 deadline have still not settled their claims.
Committee chairman Liam Byrne said: "Payments are so slow that people are dying before they get justice.
"But the lawyers are walking away with millions. This is quite simply wrong, wrong, wrong."
