The flat fee will apply from Saturday at the council car park at Camber Sands in East Sussex.
The charge got the goahead at a Monday meeting.
It will be cut to &pound;15 for drivers arriving after 3pm.
The move had led to fears other councils will bring in similar fees, pricing hard-up families out of summer seaside visits. But Lib Dem councillor Kevin Dixon said it was "not fair" residents were subsidising visitors from outside.
Camber Sands has the only system of sand dunes in East Sussex. The beach has been known to attract 25,000-plus visitors a day.
