Scottish Power was "the worst offender" pushing more than 24,300 meters into customers' homes.
Mr Shapps said: "Today's&nbsp;figures give a horrifying picture of just how widespread the forced installation of meters has become."
Suppliers were banned from installing the meters under warrant as vulnerable customers including disabled and mentally ill were being forced into it. The ban is due to expire at the end of this month.
