THOUSANDS of gun owners had their weapons' licences renewed without fresh vetting.
Several police forces have extended temporary annual permits rather than enforce the process of a five-year renewal because firearms departments are in "disarray" The revelation came after an inquest into the 2021 Plymouth mass shooting was told killer Jake Davison was given a firearms licence despite a history of violence and mental health problems.
Victims' families said police gave Davison, 22 - who shot four dead before taking his own life - a "licence to kill" Martin Parker, head of firearms at the British Association for Shooting and Conservation, said a huge backlog of applications had left 24,000 legitimate new gun owners unable to get permits.
He said: "There are professional shooters, such as gamekeepers, who can't get the right licence due to the delays.
The system is in disarray." Mr Parker said forces - including Devon and Cornwall, Dorset, Cumbria, Northumbria, Northamptonshire, Staffordshire and West Midlands each routinely issued about 1,000 annual permits last year.
Cumbria and Northamptonshire, the only forces identified by the association to respond, said permit holders had markers on their records that would alert police.
