But Mr Cleverly, who was removed as Foreign Secretary&nbsp;on Monday, insisted: "I certainly don't remember saying anything like that."
He also "makes no apology" for &pound;140million so far being spent on the Rwanda strategy.
Mr Cleverly is "absolutely determined" to get a removal flight to Africa before the general election despite Supreme Court judges ruling the country is not safe for asylum seekers.
