The Healthcare Safety Investigation Branch asked workers in A&amp;E, NHS call-handling centres and ambulance services for their experiences.
Investigators said: &ldquo;Many staff cried or displayed other extreme emotions as they described their working environment, their personal feelings on decision-making in relation to patient care, and the burden of moral distress.
&ldquo;Dispatchers told the investigation that it was common to worry about, &lsquo;How many people are we going to kill today?&rsquo; due to their frustration&nbsp;and sadness at not being able to send ambulances to patients.&rdquo;
It comes as 23,000 &ldquo;excess patient deaths&rdquo; may have occurred due to long A&amp;E waits last year, research by the Royal College of Emergency Medicine has&nbsp;revealed.
