Christopher Snowdon, of the Institute of Economic Affairs, wants to move February 29 to June 31. He reckons it would boost the nation's mood.
He wrote on the change.org petition: "Every four years we all get an extra day of life thanks to the system of leap years.
"Why have an extra day in February when we could have an extra day in June? It's literally a no-brainer"
Mr Snowdon, inset, added: "2024 is a leap year so we need to act quickly."
Supporters claim the move would also give the economy a shot in the arm. One wrote: "GDP growth is often lower during periods of cold and/or wet weather."
