SpaceX, owned by billionaire Elon Musk, inset, is said to have secured a classified contract with a US intelligence agency to build the global CCTV system.
Five sources familiar with the programme claim SpaceX's Starshield unit is co-ordinating the plan thanks to a &pound;1.4billion deal with the National Reconnaissance Office.
It acknowledged its mission to develop a satellite system but declined to comment on any SpaceX involvement.
