The Office For National Statistics figures have raised concerns over worker shortages slowing down the UK economy.
Long-term illness was named the main reason, with other groups including students, those looking after family or a home, people with disabilities, and early retired and discouraged workers.
Neil Carberry, of the Recruitment and Employment Confederation, said: "To inactivity get down, Government needs to look at childcare, transport and waiting lists."
