<p><strong>MURDER victim dubbed &ldquo;the woman with the flower tattoo&rdquo; has been identified after 31 years.&nbsp;</strong></p>
<p>Rita Roberts was found in a river in Antwerp, Belgium, on June 3, 1992, with evidence showing she&rsquo;d been murdered.</p>
<p>The Welsh woman remained unidentified despite a tattoo on her left forearm of a black flower with &ldquo;R&rsquo;Nick&rdquo; underneath. Earlier this year, Belgian, Dutch&nbsp;and German police launched Operation Identify Me with Interpol, to identify her and 21 other deceased females.</p>
<p>It led to Rita&rsquo;s family seeing details of her distinctive tattoo.</p>
<p>Rita had moved from Cardiff to Antwerp in 1992 aged 31, and last contacted them via a postcard sent in May that year.</p>
<p>Her family said the news was &ldquo;heartbreaking&rdquo; and described&nbsp;Rita as &ldquo;passionate, loving and free-spirited&rdquo;.</p>
