It means Britain is yet to have a named storm this year, despite Wednesday's 96mph gales that left one woman dead and thousands without power.
Jim Dale, from British Weather Services, said the Met Office was "missing in action" for failing to declare a more serious incident.
But last night Met Office forecaster Grahame Madge insisted Storm Noa "wasn't a system that needed the whole of the UK to be on standby".
