He spoke out as US Customs and Border Patrol released 10 new videos of UFO sightings by its staff along with 387 pages of eyewitness accounts.
One clip filmed by a border patrol aircraft showed a UFO changing from a horseshoe-shape into a sphere before diving into the ocean at high speed - only to emerge split in two.
Mr Mellon said its behaviour was beyond the capability of US-built craft.
He added: "We are seeing a wide range of things.
"Sometimes they are 50ft-wide objects. They go at hypersonic speed.
"Often they are these small, mysterious sort of things and orbs."
