The medium-range rocket systems will be part of a reported $700 million (£553 million) tranche of security assistance as Ukrainian forces struggle to stall Russian progress in the Donbas region.
Until now, the US had refused a request for the rocket systems out of fear the weapons could be used against targets in Russia and escalate the war.
It was feared their use could risk drawing the US and its Nato allies into direct conflict with Russia.
But Mr Biden, writing in the New York Times, said the lethal aid would strengthen Kyiv's negotiating position against Russia and make a diplomatic solution to the conflict more likely.
