Plane journeys included 107 between Birmingham and Glasgow, instead of trains from&nbsp;&pound;22 to &pound;118, and 52 between&nbsp;Birmingham and Edinburgh.
And while the train between&nbsp;London and Glasgow can take just four-and-a-half hours, staff opted to fly 246 times instead.
In contrast, rail users endure a service hit by strikes and delays with some of the highest fares in Europe.
And it comes despite bosses trying to promote rail as the "green" option.
Friends of the Earth's Mike Childs said: "It shows what a farce our transport system is." In France there is a push to ban internal flights where the train is under two-and-a-half hours.
Network Rail guidelines say to book trains if possible or the cheapest option - or use video calls. Network Rail said: "Our first choice is always rail, with 99% that's over 300,000 work trips-made by rail.
"On occasions staff do fly, it's usually due to time constraints or to avoid overnight expense like hotels."
