You can play a card from your hand, and if you play a power plant you must add a carbon block to the tower. You may then activate a power plant type. There are three types of power plants that require activation, with the fourth type automatically activating on your turn for free. You may only activate each type once on your turn. If you have multiple power plants of a&nbsp;single type, you decide how many you wish to activate.&nbsp;You then discard the number of cards required for each power plant, as well as add the number of carbon blocks necessary for the tower. You may have several power plants to activate, but the tower's height could make you decide to wait; or you might add to the tower on purpose to sabotage another player, placing the blocks in precarious ways.
