The balloon entered US airspace on January 28 and was shot down on February 4 after passing over US nuclear missile sites, including the Malmstrom Air Base in Montana.
China's foreign ministry condemned its shooting down as an "overreaction".
The balloon had a self-destruct mechanism that could have been activated remotely by China.
