THE connection between the selected managers of cooperatives and political parties is not unique in common in many states and has frequently been the reason for banks going broke. The state of Maharashtra was in the news for the same reason, and now, it is the turn of God's Own Country or Kerala.

At the end of December 2021, all cooperative banks in Kerala reported Non-Performing Assets (NPAs) amounting to Rs 20,324 crore which is approximately 38% of the loans and advances. A majority of these cooperative banks are managed by the ruling Left Democratic Front (LDF) government in the state.

According to the State Level Bankers' Committee's report, NPAs of Kerala State Cooperative Agricultural and Rural Development Bank Limited and Kerala State Cooperative Bank were 88% and 30% of advances, respectively.

The same report points out that commercial banks, comprising PSU and private sector banks, recorded NPAs of only 4% of their total loans and advances by the end of December 2021. Under the norms prescribed by the RBI, a loan is regarded as an NPA when principal or interest on it has been outstanding for 90 days. A loan sanctioned for short-duration crops is regarded as an NPA if the payment of principal or interest stays outstanding for two crop periods. A loan sanctioned for long-duration crops is regarded as an NPA if the payment of principal or interest stays outstanding for one crop period.

The total NPAs of Kerala Bank was Rs 12,403 crore against advances of Rs 41,544 crore and the total NPAs of Kerala State Cooperative Agricultural and Rural Development Bank Limited was Rs 6,990.74 crore against advances of Rs 7,954.73 crore. Collectively, the cooperative banks, including both the above banks, reported NPAs of Rs 20,324 crore against advances of Rs 53,032 crore.
