THE refusal to bring in a Hillsborough Law has been slammed as an "absolute insult".
Campaigners had called for legislation to enforce a legal duty on public officials to tell the truth, following a report into the 1989 football stadium disaster.
Ministers yesterday apologised for the six-year delay in responding to the former Bishop of Liverpool's report&nbsp;into the experience of the families of the tragedy's 97 victims.
But they said a Hillsborough Law was not necessary. Instead, the Government had signed up to a "Hillsborough Charter",&nbsp;which pledges to place the public interest above its own reputation.
Louise Brookes, whose brother Andrew died in the disaster, said: "It's not only a joke, it's just an absolute insult. It's taken nearly&nbsp;seven years to respond back. But also this charter, it's not worth the paper it's written on."
Campaigner Margaret Aspinall, whose 18-year-old son James was also a victim, said: "It's like giving a child a packet of crisps, but when you open it there's nothing in it."
She vowed the families would continue to fight for a law to be introduced.
