Mumin Chen, the deputy representative of the Taipei Economic and Cultural Center in Delhi and professor of international politics at National Chung Hsing University in Taiwan, was the first Taiwanese national to visit Tawang, when he travelled to the border district in Arunachal Pradesh in 2012.
