કોલકાતામાં આર.જી. કર હૉસ્પિટલના હડતાળ પર રહેલા ટ્રેઇની ડૉક્ટરોની મુખ્યપ્રધાન મમતા બેનરજી સાથેની ચિર પ્રતિક્ષિપ્ત બેઠક સોળ સપ્ટેમ્બરની સાંજે યોજાઈ અને તેમાં મુખ્યપ્રધાને ૯૯ ટકા માગણીઓનો સ્વીકાર કર્યાં પછીના ચોવીસ કલાક પછી પણ પરિસ્થિતિમાં કોઈ ફરક પડ્યો નથી અને ટ્રેઇની ડૉક્ટરોએ હડતાળ ચાલુ રાખતાં એવું કહ્યું છે કે તેમની માગણીના અમલ પછી જ તેઓ કામ પર પાછા ફરશે. સાથોસાથ તેમનું કહેવું એવું હતું કે સર્વોચ્ચ અદાલતમાં ચાલતી સુનાવણીમાં અદાલત શું કહે છે તેની પણ તેઓ પ્રતીક્ષા કરશે. મંત્રણા માટે મમતા બેનરજીના ચાર વખતના નિમંત્રણને ઠુકરાવ્યા પછી આજીજી કરી રહેલાં મુખ્યપ્રધાનના પાંચમા અને આખરી નિમંત્રણનો સ્વીકાર કરવામાં ડૉક્ટરોએ તેમની એક શરતમાં બાંધછોડ કરી હતી. ડૉક્ટરો એવું ઇચ્છતા હતા કે મુખ્યપ્રધાન સાથેની તેમની બેઠકનું લાઇવ સ્ટ્રીમિંગ થવું જોઈએ, જે મમતા બેનરજીને માન્ય નહોતું. આખરે ડૉક્ટરો તેમની એ શરતનો આગ્રહ છોડીને મંત્રણા માટે ગયા હતા. તેમણે ડૉક્ટરોની લગભગ તમામ માગણીઓનો સ્વીકાર કર્યો હતો અને ડૉક્ટરોને હડતાળ ખતમ કરવા વિનંતી કરી હતી. ડૉક્ટરોની માગણી મુજબ બીજા દિવસે એટલે કે ૧૭ સપ્ટેમ્બરે કોલકાતાના પોલીસ કમિશનરને હટાવીને નવા કમિશનરની નિયુક્તિ કરવામાં આવી. ડૉક્ટરોએ આ ઉપરાંત રાજ્યના મુખ્ય સચિવ અને આરોગ્ય સચિવને પણ હટાવવાની માગણી કરી છે, જે રાજ્ય સરકારે સ્વીકારી છે, પરંતુ મુખ્યપ્રધાન સાથેની બેઠકના ચોવીસ કલાક પછી પણ એ દિશામાં કોઈ પગલાં લેવાયાં ન હતાં. આ ઉપરાંત આર.જી. કર હૉસ્પિટલમાં કામની જે ભયાવહ સ્થિતિ છે તેમાં સુરક્ષા માટેનાં પગલાં લેવાની માગણીઓનો પણ સમાવેશ થાય છે. ડૉક્ટરોનાં નિવેદન અને વ્યવહાર પરથી એવું લાગે છે કે તેઓને મમતા બેનરજી કરતાં પણ અદાલત પર વધુ વિશ્વાસ છે અને એથી અદાલતના આદેશની પ્રતીક્ષામાં રહે છે.હડતાલ પરના ટ્રેઇની ડૉક્ટરોએ ત્યાર પછી રાજ્યના મુખ્ય સચિવને પત્ર લખવાનું મુનાસિબ માન્યું. તેઓએ તેમની મુખ્ય પાંચ માગણીઓ પૂરી ન થાય ત્યાં સુધી હડતાલ ખતમ કરવાનો ઇનકાર કરી દીધો છે. તેમણે મુખ્ય સચિવને તાત્કાલિક બેઠક યોજવા કહ્યું જેથી હૉસ્પિટલોમાં ખતરનાક માહોલ સાથે સંકળાયેલી સમસ્યાઓ પર ચર્ચા કરી શકાય. ડૉક્ટરોના કહેવા પ્રમાણે ૧૬મીની મુખ્યપ્રધાન સાથેની બેઠકમાં તેમને ખાતરી આપવામાં આવી હતી કે મુખ્ય સચિવના નેતૃત્વમાં એક ટાસ્ક ફોર્સની રચના કરવામાં આવશે, જે આ મુદ્દાઓનો ઉકેલ લાવશે અને તેને સંલગ્ન બાબતો અંગે અમારી સાથે ચર્ચા કરશે. ડૉક્ટરોએ ટાસ્ક ફોર્સના સભ્યો સાથે તત્કાલ વાતચીત કરવાની ઇચ્છા દર્શાવી હતી.૧૭સપ્ટેમ્બરે સર્વોચ્ચ અદાલતમાં આ કેસ અંગે સુનાવણી દરમિયાન એવું જણાવાયું હતું કે જુનિયર ડૉક્ટરો કામ પર લાગી જવા તૈયાર છે, પરંતુ એ માટે તેમની જનરલ બૉડી તેમને મંજૂરી આપે અને મુખ્યપ્રધાન સાથે બેઠકમાં નક્કી કરેલ મુદ્દાનો અમલ કરવામાં આવે. અદાલતે કહ્યું કે જુનિયર ડૉક્ટરો કામથી દૂર રહીને ખુશી અનુભવતા નથી બલ્કે અસુરક્ષિત માહોલ અને કામની ખતરનાક સ્થિતિને કારણે હડતાલ પર છે, તેમની સુરક્ષાની જવાબદારી સરકારની છે. ૧૭ સપ્ટેમ્બરની સાંજે ડૉક્ટરોની એક વિસ્તૃત બેઠક યોજાઈ હતી, જેમાં સરકારે કરેલા કેટલાક વાયદા પૂરા ન કરવાનો આક્ષેપ કરાયો હતો. રાજ્યના આરોગ્ય સચિવને દૂર કરવાની માગણી અંગે કોઈ નિર્ણય થયો નથી. બધી માગણી સંતોષાય નહીં ત્યાં સુધી તેમનાં ધરણાં ચાલુ રહેશે તેવું જાહેર કરાયું હતું.આર.જી. કર હૉસ્પિટલમાં બળાત્કાર અને હત્યા પ્રકરણમાં ડૉક્ટરોનાં વલણ સામે મમતા બેનરજી તેમની સત્તાનાં આટલાં વર્ષોમાં પહેલીવાર ઢીલા અને લાચાર જણાયાં છે. અત્યાર સુધી દરેક મામલામાં હુંકાર અને પડકાર કરતાં રહેનાર મમતા બેનરજીએ આ પ્રકરણમાં શરૂઆતથી જ કેટલીક ભૂલો કરેલી છે. તેઓ ખોટી રીતે ડૉક્ટરોની હડતાલ અને માગણીનો પ્રતિકાર કરી રહ્યાં હતાં. તેમના આ પ્રકરણમાં ‘મિસમૅનેજમૅન્ટ'ને કારણે તેમના પક્ષ તૃણમૂલ કોંગ્રેસમાં પણ મતભેદો સર્જાયા છે અને પક્ષનો એક વર્ગ તેમના વલણને ભૂલભરેલું ગણાવે છે. મમતા બેનરજી આ મુદ્દે મલિન રાજકારણ ખેલવા ગયાં હતાં, પરંતુ આ તો એક જઘન્ય અપરાધમાં ન્યાય માટેની માગણી હતી અને હૉસ્પિટલોમાં કામ કરતા જુનિયર ડૉક્ટરોની સુરક્ષા અને સલામતીનો મુદ્દો મહત્ત્વનો બનતાં આખરે મમતાએ હવે તબીબો સામે નમતું જોખવા તૈયાર થવું પડ્યું છે. આમ છતાં તેમની મૌખિક ખાતરીનું કોઈ સાર્થક પરિણામ ૧૭મી સપ્ટેમ્બરની સાંજ સુધી દેખાયું જ ન હતું.
