However the plans, set to be unveiled within weeks, are not expected to stop parents buying smartphones for their children.
Parents are currently being consulted about their children's access to social media, the Sunday Times reports.
And they are also being asked about possible safeguards that could let them monitor their child's access until they reach a certain age. Most platforms currently allow 13-year-olds to create accounts, and under-18s can buy pay-as-you-go phones.
A Department of Science, Innovation and Technology spokesman said: "We do not comment on speculation."
